Section 1
Section 1. No Act passed by the Philippine Legislature shall in effect until fifteen days alter its promulgation unless otherwise expressly provided.

Section 2. The promulgation of a law shall be understood to have been made on the day when the publication of same in the Official Gazette of the Philippine Islands shall have been completed.
Section 3
Section 3. All Acts directly or indirectly in conflict with the provisions of this Act are hereby repealed.
