Section 1. There is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated the sum of fifteen thousand pesos for temporary repairs to the Benguet Road and other incidental expenses necessitated thereby, to be expended under the direction of the Secretary of Commerce and Police:— Provided, — That, after the expenditure of the sum hereby appropriated, if the Bureau of Public Works shall, at any time in the future, notify the Secretary of Commerce and Police that the Benguet Road is unsafe for further traffic, the said Benguet Road shall be declared permanently closed by the Secretary of Commerce and Police.
