Section 1. The sum of two hundred eighty-eight thousand fifty-two pesos, Philippine currency, is hereby appropriated out of such funds in the Insular Treasury as are not otherwise appropriated to finance the organization and maintenance for the fiscal year nineteen hundred and twenty-four of additional forces of Constabulary, as follows:
