The sum of ten thousand pesos is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, to be disbursed in its entirety or so much thereof as may be necessary, in the discretion of the Secretary of Justice, for the purchase of the original of "El Filibusterismo."
