Section 1. The Governor-General is hereby authorized to sell or exchange, as may be in the public interest, the land occupied by San Lazaro Hospital, in the City of Manila, and the improvements thereon, provided the proceeds of the sale or exchange are set aside for the construction of a new public hospital in the City of Manila or any of the adjacent towns, in accordance with the requirements of modern sanitation, for the care, treatment, and welfare of the lepers of the Philippine Islands.
