[ ADMINISTRATIVE ORDER NO. 297, July 12, 1971 ]
CREATING A RURAL IMPROVEMENT COMMITTEE
WHEREAS, there is urgent need to raise income levels and increase employment opportunities especially in the rural areas; WHEREAS, this objective can be attained through the implementation of a massive and integrated rural improvement program; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a Committee to coordinate all the activities in the implementation of the said program. The Committee shall be composed of the following: Hon. ARTURO TANCO, Jr. Secretary, Department of Agriculture and Natural Resources Chairman Hon. ROBERTO V. REYES Assistant Executive Secretary Vice-Chairman Administrator MARIO R. REYES National Cottage Industries Development Authority Member Dir. Gen. RONY V. DIAZ National Manpower and Youth Council Member Commissioner FRANCISCO SAGUIGUIT Agricultural Productivity Commission Member Dir. ORLANDO PAGULAYAN Cooperatives Administration Office Member Mr. ROSENDO MARQUEZ Officer-In-Charge, Presidential Arm on Community Development Member Dir. PEDRO G. REFUERZO Bureau of Animal Industry Member Dir. ELISEO C. CARANDANG Bureau of Plant Industry Member Commissioner ANDRES M. MANE Philippine Fisheries Commission Member Mr. SILVESTRE D. SARMIENTO Budget Commission Member The Committee shall coordinate the participating agencies in the implementation of the said program and that for purposes hereof the Chairman of the Committee shall exercise supervision over the Agricultural Productivity Commission and the Agricultural Credit Administration. The Chairman is hereby empowered to create such sub-committees as may be needed to assist the Committee in the performance of its functions. The Committee may call upon any department, bureau, office or instrumentality of the government for such assistance as it may need in the accomplishment of its mission. This Order shall take effect immediately. Done in the City of Manila, this 12th day of July, in the year of Our Lord, nineteen hundred and seventy-one. (Sgd.) FERDINAND E.
