Section 1

Section 1. Section ten of Batas Pambansa Bilang 73 is amended to read as follows:

"Sec. 10. The Ministers of various ministries empowered to perform certain acts in the preceding sections shall conduct public hearings and thereafter issue rules and regulations as may be necessary to implement its provisions. Such rules and regulations shall be subject to the approval of the President and shall take effect fifteen (15) days after their last publication in two (2) newspapers of general circulation in the Philippines once a week for two (2) consecutive weeks."

Section 2

Section 2. Section fourteen of Batas Pambansa Bilang 73 is amended to read as follows:

"Sec. 14. This Act shall remain in force for a period of five years from the date of effectivity of this amendatory Act."

This Act shall take effect immediately upon its approval
