Sec. 1. The Minister of Trade and Industry is hereby appointed as Vice-Chairman of the Philippine Sugar Commission.

The first paragraph of Section 5 of Presidential Decree No

Sec. 2. The first paragraph of Section 5 of Presidential Decree No. 388, as amended by Presidential Decree No. 1971, is further amended by adding a second paragraph as follows:

"A Deputy Chief Operating Officer shall also be appointed by the Commission, whose functions and duties will be defined by the Commission."
