Advisory Board

Section 1.

Advisory Board .—An advisory Board for the efficient management of the Malaca—ang Heritage Mansions ("Advisory Board") is hereby created. The Advisory Board shall be chaired by the Social Secretary, and shall be composed of three (3) representatives from the OP, who shall serve in the ex—officio—capacity, and three (3) representatives from the private sector who shall be appointed by the President.

The Advisory Board shall have the general function and responsibility of formulating policies, projects, and programs for the efficient management of Malaca—ang Heritage Mansions, subject to existing laws, rules and regulations.

For this purpose, the Malaca—ang Heritage Mansions shall include the Kalayaan Museum, and such other properties as may be identified by the Advisory Board. 1a⍵⍴h!1

Transfer

Section 2.

Transfer .—The supervision of the Kalayaan Museum is hereby transferred from the Office of the Deputy Executive Secretary for General Administration to the Social Secretary's Office (SoSec).

Section 3

Malaca—ang Heritage Mansions Management Center

Section 3.

Malaca—ang Heritage Mansions Management Center .—The Malaca—ang Heritage Mansions Management Center (MHMMC) is hereby established to provide technical and administrative support to the Advisory Board. The MHMMC shall be headed by an Executive Director tasked to ensure that the day-to-day operations and maintenance of the subject properties are managed effectively, efficiently and economically, as well as oversee its operational activities, including the performance by all employees and personnel of their respective functions. The SoSec shall likewise exercise administration supervision over the MHMMC.

Organizational Structure and Staffing Pattern

Section 4.

Organizational Structure and Staffing Pattern .—The SoSec, in coordination with the Office of the Deputy Executive Secretary for Finance and Administration (ODESFA), shall: (a) determine the appropriate staffing pattern and corresponding qualification standards for all positions necessary for the administration and operations of the Malaca—ang Heritage Mansions; and (b) submit to the Department of Budget and Management (DBM), for review and approval, the proposed organizational structure and staffing pattern of the MHMMC, pursuant to this Order and subject to compliance with relevant laws, rules and regulations.

Pending the approval of the proposed organizational structure and staffing pattern of the MHMMC, the SoSec may tap into the existing manpower of the OP to ensure the immediate implementation of this Order.

Section 5

Revolving Fund

Section 5.

Revolving Fund .—Consistent with policies and guidelines to be promulgated by the Advisory Board, the Malaca—ang Heritage Mansions may be opened to the public as venue for special events, programs, and temporary exhibitions, and appropriate fees may be charged for the purpose, subject to existing laws, rules and regulations.

The proceeds of the operations of the Malaca—ang Heritage Mansions shall go to a Revolving Fund which will be set up by the ODESFA, in coordination with the DBM and the Bureau of the Treasury, in compliance with relevant budgeting, accounting and auditing rules and regulations. Such Revolving Fund shall be used for the maintenance, operation, preservation, restoration, and beautification of properties covered by this Order.

Section 6

Section 6. — Implementing Guidelines .—Within thirty (30) working days from the effectivity of this Order, the Advisory Board shall issue the necessary guidelines to effectively implement this Order. The Advisory Board may request the assistance of other relevant government agencies and offices in the formulation of the said guidelines.

Section 7

Funding

Section 7.

Funding .—The funds necessary for the implementation of this Order shall be charged against appropriate funding sources under the OP, subject to relevant budgeting, accounting, and auditing rules and regulations. Thereafter, they subsequent funding requirements for the purpose shall be included in the budget proposal of the OP, subject to the usual budget preparation process.

Section 8

Separability

Section 8.

Separability .—If any section or part of this Order is declared unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.

Repeal

Section 9.

Repeal .—All issuances, orders, rules and regulations, or parts thereof that are inconsistent with this Order, are hereby repealed or modified accordingly.

Effectivity

Section 10.

Effectivity. —This Order shall take effect immediately.
