—Republic Act (RA) No. 10121 created the national Disaster Risk Reduction and Management Council (NDRRMC), which is mandated to develop a framework that shall provide a comprehensive, all-hazards, multi-sectoral, inter-agency and community-based approach to disaster risk reduction and management;

Funding Requirements
Section 2.
Funding Requirements. —Funding requirements for the implementation of this Order shall be included in the respective budgets of the DICT and the DOTr.

Repeal
Section 3.
Repeal. —All orders, rules and regulations, issuances or any part thereof inconsistent with the provisions of this Executive Order are hereby repealed, amended or modified accordingly.

Separability
Section 4.
Separability. —If any section or part of this Order is held unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.

Effectivity

Effectivity. —This Executive Order shall take effect immediately.—
