Sec. 1. The Daylight Saving Time (DST) Program instituted under National Emergency Memorandum Order No. 17, Series of 1990, is hereby lifted effective midnight of July 28, 1990, Saturday, by adjusting the official clock one hour earlier, i.e., 12:00 midnight to 11:00 p.m. in both the public and private sectors.

WHEREAS, in view of the onset of the rainy season and the early nighttime darkness which both cut short the longer daylight hours expected during this time of the year, the Energy Conservation Inter-Agency Committee has recommended the early termination of the Daily Saving Time (DST) Program;
