— In order to expedite the disposal and development envisioned for the Welfareville property, the separate implementation of the socialized housing component of the Master Development Plan is hereby authorized.

For this purpose, the Executive Committee is hereby directed to immediately review the Terms of Reference for the development and disposition of areas for socialized housing and recommend to the Trustee Committee other approaches including usufruct arrangements for the affected families in the area, which shall be implemented by the City of Mandaluyong in close coordination with the National Housing Authority.

The Trustee and Executive Committees shall consider various options, including those that may be identified by the City of Mandaluyong, in financing the implementation of the socialized housing project.

Coordination by the Executive Committee with Other Government Agencies and Consultation with the Affected Communities.
In exercising its powers and performing its functions, the Executive Committee shall coordinate with other appropriate government agencies and conduct consultations with the affected communities.

This Executive Order shall take effect immediately.
