Section 1. All government agencies, including government-owned and controlled corporations, in Metro Manila shall clean their own surroundings and use the prescribed plastic bags in disposing their garbage and other waste material.

Executive Order No. 491 (1991)
to effect this, government agencies and government-owned and controlled corporations must ensure that garbage and other waste material are properly disposed of by using prescribed disposable plastic bags.

Section 2. The Metropolitan Manila Authority shall issue the implementing rules and guidelines for the effective implementation of this Executive Order.

Section 3. All orders, circulars, issuances, rules and regulations or parts thereof, which are inconsistent herewith, are hereby amended or modified accordingly.
