actuarial studies show that the Health Insurance Fund administered by the Social Security System can further finance the benefits of their unemployed permanent partial disability pensioners, who are no longer covered under the Medicare Program, and their dependents without impairing the said Fund's viability;

Section 1. Social Security System's unemployed permanent partial disability pensioners, who are no longer covered under the Medicare Program, and their dependents shall be entitled to Medical Care benefits as provided for by law, without need of any additional contribution.
