Adoption, Alignment, and Implementation of the NCSP 2023-2028

Section 1.

Adoption, Alignment, and Implementation of the NCSP 2023-2028. The NCSP 2023-2028 is hereby adopted as the whole-of-nation roadmap for the integrated development and strategic direction of the country's cybersecurity.

All national govenrment agencies and instrumentalities, including government-owned or -controlled corporations are hereby directed, and all LGUs are hereby encouraged, to formulate, adopt and implement their cybersecurity plans and strategies, which are relevant to their respective mandates, in accordance with the NCSP 2023-2028.

The DICT shall adopt a system for the effective implementation, monitoring, an review of the NCSP 2023-2028, subject to existing laws, rules and regulations. 1aшphi1 As may be necessary, the DICT, in cooperation with the private sector, shall provide technical assistance to other government agencies and offices relative to the implementation of the NCSP 2023-2028.

Reporting. The DICT shall submit to the President, through the Office of the Executive Secretary and NCIAC, a bi-annual report on the status and progress of the implementation of the NCSP 2023-2028.

Funding

Section 3.

Funding. The funding requirements for the implementation of this Order shall be charged against current and available appropriations of concerned agencies, subject to pertinent budgeting, accounting, and auditing laws, rules and regulations. Thereafter, the funding requirements necessary for the continued implementation of this Order shall be included in the General Appropriations Act, subject to the usual budget preparation process.

Separability

Separability. If any section or part of this Order is declared unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.

Repeal. Al other orders, guidelines, rules, regulations, and issuances or parts thereof, which are inconsistent with the provisions of this Order, are hereby repealed or modified accordingly.

Effectivity. This Order shall take effect immediately upon publication in the Official Gazette or in a newspaper of general circulation.
