Section 1

Declaration as Socialized Housing Sites

Section 1. Declaration as Socialized Housing Sites. In view of the need of informal settlers to acquire home ownership and shelter security, the aforesaid property of GSIS in Sampaloc, Manila is hereby declared as socialized housing sites open for disposition to qualified occupants and beneficiaries.

It shall be strictly understood that the development of the area as a socialized housing project shall be pursued without obstructing the on-going clearing project being undertaken by the Department of Public Works and Highways (DPWH) along Estero de Valencia and subject to compliance with the pertinent provision of the Sanitation Code (P.D. 856) and its implementing rules and regulations.

Pricing and Payment Scheme and Beneficiary Guidelines

Section 2. Pricing and Payment Scheme and Beneficiary Guidelines. The qualifications of beneficiaries, proposed lot pricing, payment scheme, and beneficiary guidelines and other condition shall be established, evaluated and implemented by an Executive Committee composed of the GSIS, as chair, with the following as members: Housing and Urban Development Coordinating Council (HUDCC), Presidential Adviser for Special Concerns, Presidential Commission for the Urban Poor (PCUP) and Non-Government Organization (NGO) as may be identified by the chair. The Committee shall ensure of that a fair pricing and payment scheme for the beneficiaries shall be instituted.

Section 3

Separability Clause

Section 3. Separability Clause. In the event that any provision hereof is declared invalid by any competent court or tribunal, the other provision hereof unaffected thereby shall remain in full force and effect.

Section 6

Effectivity

Section 6. Effectivity. This executive Order shall take effect immediately.
