—the present Risk Management Group (RMG) of the Bureau of Customs (BOC) reviews and updates the bureau—s Selectivity Screens, which establishes a viable system of setting and changing parameters in the bureau—s Selectivity System in line with the implementation of the E2M IAS (Electronic to Mobile Import Assessment System);

Section 1

Risk Management Office

Section 1.

Risk Management Office. The Risk Management Group of the Bureau of Customs is hereby transformed into Risk Management Office (RMO). ℒαwρhi৷

Section 2. — Composition. The RMO shall be headed by a Chief of Office and shall be composed of the following units:

1. Administrative Staff

2. Strategic Assessment Unit

3. Research and Analysis Unit, and

4. Operational Risk Assessment Unit.

Section 3. — Structure. To ensure its integrity and autonomous character, the RMO is placed directly under the Commissioner of Customs while its day-to-day operations shall be managed by the Deputy Commissioner for the Intelligence Group, Bureau of Customs.

Section 4

Section 4. — Functions. The RMO shall undertake the following functions:

a. Review and update parameters of the Selectivity Screen of the Selectivity System of the Bureau of Customs;

b. Establish a viable system of setting and changing the said parameters;

c. Ensure an efficient and secure information pipeline from all sources to the RMO;

d. Conduct a continuing study/profile of importers, exporters and customs brokers; and

e. Maintain a database of all smuggling cases and related data; and

f. Recommend to the Commissioner of Customs policies and programs to increase efficiency and effectivity of the BOC—s Selectivity System.

The Commissioner of Customs may impose additional functions to the RMO to ensure that the aims and objectives of this order are achieved.

Section 5

Section 5. — Implementing Authority. The Deputy Commissioner of the Intelligence Group, in his capacity as manager of the RMO, may recommend to the Commissioner of Customs new policies and organizational improvements to the RMO to increase its efficiency.

Section 6

Section 6. — Appropriations. The necessary funding for the efficient and effective operations of the RMO shall be taken from the original appropriations of the RMG to be augmented from the available funds of the BOC. Its subsequent appropriations shall be incorporated into the BOC—s budget proposals.

Section 7

Section 7. — Oversight Function of the Office of the President Over the RMO. — The Office shall submit a quarterly report of its work program and accomplishments to the Secretary of Finance and the Office of the President.

Section 8

Section 8. — Effectivity. This Executive Order shall take effect immediately.
