Sec. 1. Executive Order No. 960, dated June 11, 1984, entitled "Imposing An Ad Valorem Tax On Cigarettes In Addition To the Specific Levied Thereof," is hereby amended as follows:

"Sec. 2. The Minister of Finance, upon recommendation of the Commissioner of Internal Revenue, shall promulgate the necessary rules and regulations to effectively implement the provisions of this Order, subject to the approval of the President of the Philippines."
