[ LETTER OF INSTRUCTION NO. 659, January 21, 1978 ]
TO: 1. The President, National Defense College of the Philippines 2. The Chairman, Career Executive Service Board 3. All Heads of Departments and Agencies Concerned Under Letter of Instruction No, 648, the President of the National Defense College of the Philippines was ordered and directed to draw up and implement a program of training on national security for all officials of the government who occupy positions in the Career Executive Service and who have qualified as Career Executive Service Officers except those who are holders of a masteral degree in National Security Administration from the NDCP. In view of the need for further examination of the overall concept and implementation of training for these particular officials, you are hereby ordered to suspend all courses and programs being planned or conducted in implementation of the aforcited Letter of Instruction.
