[ LETTER OF INSTRUCTIONS NO. 964, November 28, 1979 ]
TO: The Minister Ministry of Industry The Chairman Board of Investments The Governor Central Bank of the Philippines The Commissioner Bureau of Customs Pursuant and subject to the provisions of Section 6, subparagraph (i) and (j) of Republic Act No. 5186, the importation of vinyl-asbestos tiles shall be allowed only upon certification of the Board of Investments of the inability of BOI-registered domestic enterprises to supply the demand for the product. Henceforth, all applications for the importation of vinyl-asbestos tiles either through letters of credit, documents against acceptance or open account arrangements or my other node of payment shall be supported by the abovestated certification.
