[ LETTER OF INSTRUCTIONS NO. 1069, October 02, 1980 ]
TO: National Wages Council Ministry of Labor and Employment National Cottage Industries Development Authority In order to enable the cottage industry sector to maintain its share in the world market for cottage and handicraft products and sustain its continued viability as a vehicle for expansion of employment, you are hereby directed to exempt cottage industries from the provisions of P.D. 1713, an act providing for an increase in the minimum daily rates and for additional mandatory living allowances.
