DIRECTING THE PREPARATION OF REGIONALIZED BUDGET PROGRAMS OF NATIONAL GOVERNMENT AGENCIES AND GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS

MARCOS, President of Philippines, do hereby Order and Instruct: The ministries and government-owned or controlled corporations concerned shall prepare project listings for the following: OFFICE OF THE PRESIDENT National Electrification administration Electrical Distribution Systems Mini-Hydro Power Plants through Electric Cooperatives MINISTRY OF AGRICULTURE Bureau of Agricultural Extension Promotion of Improved Farm Management Practices MINISTRY OF EDUCATION AND CULTURE Office of the Minister Implementation of Programs for Higher Education Implementation of Programs for General, Secondary, Fishery, Trade, Industrial Arts and Other Vocational Education Courses Aid to Provincial, Municipal, Barangay and City High Schools MINISTRY OF ENERGY National Power Corporation Power Generation and Transmission Projects MINISTRY OF HEALTH Office of the Minister Purchase and Distribution of Drugs and Medicines Operation and Maintenance of Sanitaria, and Skin Clinics Operation and Maintenance of Hospitals, including Regional Mental Hospitals MINISTRY OF HUMAN SETTLEMENTS Office of the Minister BLISS Projects National Housing Authority Construction of New Housing Units Improvement of Sites and Services Urban and Rural Upgrading Human Settlements Development Corporation Urban Renewal Projects New Town Development and Related Projects MINISTRY OF NATIONAL DEFENSE Integrated National Police Construction of Police Stations and Jails MINISTRY OF NATURAL RESOURCES Bureau of Fisheries and Aquatic Resources Fish Seed Production and Dispersal Bureau of Forest Development Reforestation and Afforestation, including Forest Ecosystem Management (PROFEM) Reforestation and Afforestation activities of Local Government Units MINISTRY OF PUBLIC HIGHWAYS Office of the Minister Repair and Maintenance of National Roads and Bridges Construction, Rehabilitation and Improvement of National Roads and Bridges (including Priority National Roads and Bridges) Construction of Now Provincial, City and Municipal Roads and Bridges Construction of Barangay Roads and Bridges Repair and Maintenance of Provincial and City Roads and Bridges Repair and Maintenance of Municipal Roads and Bridges Repair and Maintenance of Barangay Roads and Bridges MINISTRY OF PUBLIC WORKS Office of the Minister Construction, Rehabilitation and Improvement of Health Center Buildings (BHS/BHU) Construction, Rehabilitation and Improvement of School Buildings, including Priority School Buildings Construction, Rehabilitation and Improvement of Public Buildings and Facilities Construction, Rehabilitation and Improvement of Artesian Wells and Springs Construction, Rehabilitation and Improvement of Communal Irrigation Systems Farm Systems Development Corporation Expansion of the Barangay Irrigator's Service association (BISA) Program and Farm Systems Development Local Waterworks Utilities Administration Water Supply Improvement Projects for Urban Centers Outside Metro Manila Metropolitan Waterworks and Swwerage System Water Supply, Sewerage and Sanitation Program for Metro Manila National Irrigation Administration Erosion Control and Watershed Management Construction and Rehabilitation of National and Communal Irrigation Projects/Systems Pump Irrigation Projects Groundwater Development Projects Power Generation by Reservoir Projects Power Generation by Mini-Hydros in National Irrigation Systems MINISTRY OF SOCIAL SERVICES DEVELOPMENT Office of the Minister Supplemental Feeding Program for Malnourished Pre-School Children MINISTRY OF TRANSPORTATION AND COMMUNICATIONS Bureau of Air Transportation Repair and Maintenance of Airport Horizontal Facilities Repair and Maintenance of Airports, Air Navigation Facilities, Buildings and Installations The listings shall include the implementation schedules, total cost estimates and cash requirements of the projects for the year, identified by Region/Province/Municipality, observing the format prescribed by the Ministry of the Budget. The ministries and corporations concerned shall coordinate with local government officials in the selection of projects and determination of project sites, taking into consideration the priorities of their respective regional development plans. The listings shall be submitted to the Ministry of the Budget not later than November 15, 1980 for consolidation and submission for the President's approval.
