[ LETTER OF INSTRUCTION NO. 1089, December 01, 1980 ]
TO: The Minister Ministry of Energy To enable the National Power Corporation to immediately procure urgently needed equipment, materials, supplies and spare parts for its power plants, you are hereby-authorized to approve unprogrammed or unbudgeted purchases thru sealed canvass biddings or other negotiated contracts in amounts up to ONE MILLION DOLLARS (P1,000,000.00) in any single case, but not to exceed the aggregate of FORTY MILLION PESOS (P40,000,000.00) in any given year. This is an exception to existing laws, rules and regulations on the subject. Done in the City of Manila, this 1st day of December 1980. (Sgd.) FERDINAND E. MARCOS President of the Philippines
