LETTER OF INSTRUCTIONS NO. 1157

[ LETTER OF INSTRUCTIONS NO. 1157, August 01, 1981 ]

TO: The Minister of Foreign Affairs Manila WHEREAS, certain citizens of the Philippines, who by reason of their illegal activities or acts in a foreign country, do not deserve the continued protection of the Philippine government; WHEREAS, it is in the public interest that such Filipino citizens be compelled to return to the Philippines to hold them answerable before Philippine courts; NOW, THEREFORE, I FERDINAND E. MARCOS, by virtue of the powers vested in me by the Constitution and by law, do hereby direct you to cancel or cause the cancellation of passports issued to citizens of the Philippines in the following cases: Where the Filipino citizen is facing charges in a Philippine court and he has absconded from the Philippines to evade criminal prosecution. Where, upon investigation and hearing conducted by the Ministry of Foreign Affairs or by the proper Philippine consulate or upon classified information from the Ministry of National Defense, it would appear that a Filipino citizen residing or sojourning in a foreign country is actively engaged in a criminal conspiracy to seize political or state power in the Philippines and to take over the Government by force or violence, or is violating Philippine laws. You are hereby authorized and directed to issue whatever rules and regulations you may deem necessary for the proper and effective implementation by your Ministry of this Letter of Instructions. These instructions shall take effect immediately. Done in the City of Manila, this 1st day of August, in the year of Our Lord, nineteen hundred and eighty-one. (Sgd.) FERDINAND E.
