LETTER OF INSTRUCTIONS NO. 1160

[ LETTER OF INSTRUCTIONS NO. 1160, August 31, 1981 ]

TO: The Minister of National Defense The Minister of Local Governments and   Community Development   The Chief of Staff, AFP The Chief of Constabulary and Director General of   the Integrated National Police   All Provincial Governors and City and Municipal Mayors   Other National and Regional, Provincial, City and Municipal Officials concerned. In order to avoid undue alarm and adverse public criticism arising out of seeing many armed men accompanying government officials, all members of the Armed Forces of the Philippines (AFP) and the Integrated National Police (INP) are hereby prohibited from acting as bodyguards to any person unless otherwise cleared by the President or the Minister of National Defense to perform duty as security to a person whose life is endangered. Any commander or member of the AFP and the IMP found circumbenting this prohibition and violating existing policies, rules and regulations promulgated by the Ministry of National Defense on this subject matter shall be dealt with severely. All officials of the Government are enjoined to respect this policy and to cooperate with military and police authorities in eliminating this malpractice. The Minister of National Defense shall insure the compliance of these instructions. (Sgd.) FERDINAND E. MARCOS President of the Philippines August 31, 1981
