TO: All Members of the Cabinet Henceforth, any availment from the National Security Fund or any Confidential or Intelligence Funds shall be solely upon my authority or direction. Before their release, the purpose of their use shall be explained to me confidentially. Done in the City of Manila, this 21st day of June, in the year of Our Lord, nineteen hundred and eighty-two.
