TO: Department of Social Welfare and Developmen, Department of Education, Department of Foreign Affairs and Department of Labor and Employment Date: 12 November 2007 Kindly review and upgrade mechanisms and services for ready access and rapid response to young people and Overseas Filipino Workers (OFWs) in extreme difficulty, so they would not be driven to desperate acts. You should consider setting up toll-free hotlines and assistance groups in areas where there are many poor youths and OFWs especially seamen with no fixed base. (SGD.)
