INCREASING DFA INDEX ON OVERSEAS AND LIVING QUARTERS ALLOWANCES OF FOREIGN SERVICE PERSONNEL IN AUSTRIA, BELGUIM, FRANCE, GERMANY, JAPAN, SWITZERLAND AND VIETNAM
TO : The Minister of Foreign Affairs The Acting Minister of the Budget Heads of Ministries and Agencies with Staff Members Stationed Abroad WHEREAS, Presidential Decree No. 1285 establishes the Foreign Service Compensation Plan for staff members of the national government who are stationed abroad; WHEREAS, Letter of Implementation 63 provides the necessary rules and regulations to be observed in the payment of compensation for personnel of the national government stationed abroad; WHEREAS, Section 4.3.2 of the aforesaid Letter of Implementation 63 authorizes the Permanent Committee created for the purspose of P.D. 1285 to recommend to the President/ Prime Minister such adjustments in the MFA Index as may be warranted by changes in the exchange rates and price levels in the affected post of assignment; WHEREAS, in view of the continuing serious decline in the value of the United States dollar against such currencies as the Austrian schilling, Belgian franc, French franc, German Deutschemark, Japanese yen, Swiss franc and Vietnam dong, officers and employees of the Philippine Foreign Service establishments in Austria, Belgium, France, Germany, Japan, Switzerland and Vietnam have been experiencing serious financial difficulties resulting from the severe reduction in the purchasing power of the United States dollar; WHEREAS, such losses in purchasing power are particularly onerous for officers and employees in the Foreign Service establishments above-mentioned due to the unusually high cost of living in those countries; NOW, THEREFORE, I, FERDINAND E.
