[ MEMORANDUM CIRCULAR NO. 86, June 18, 2025 ]
AUTHORIZING ATTENDANCE IN THE 2025 NATIONAL INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) SUMMIT
The Department of Information and Communications Technology (DICT), in partnership with the Chief Information Officers Forum, Inc. (CIOF) and the CIOF Foundation, Inc., (CIOFF), will hold the 2025 National ICT Summit from 19 to 20 June 2025 at the Manila Hotel, Ermita, Manila, with the theme, " Transforming Together: Building an Inclusive Digital Nation."" In this regard, all departments, agencies and instrumentalities of the National Government, including government-owned or -controlled corporations, government financial institutions, state universities and colleges, are hearby directed, and all local government units and the private sector are hearby encouraged, to support the DICT in the conduct of the 2025 National ICT Summit. Government officials and employees who are: (i) chief information officers (CIOs); (ii) other executives designated as CIOs; (iii) members of CIOF and CIOFF; (iv) technical staff; (v) academics; and (vi) key personnel from the government are also authorized to attend the 2025 National ICT Summit, on official time. Their attendance shall be subject to the issuance of pertinent clearances or authorities by their respective heads of offices, and their participation in the said Summit must not adversely affect agency operations, as well as the delivery of services to the public. Expenses to be incurred by the attendees shall be allowed at prescribed rates in accordance with the existing policies of the Department of Budget and Management, Commission on Audit and the Civil Service Commission, chargeable against the funds of their respective offices/agencies, and subject to the usual accounting and auditing rules and regulations.
