DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES TO SUPPORT THE PHILIPPINES' HOSTING OF THE 25TH INTERNATIONAL COMPETITION NETWORK ANNUAL CONFERENCE

WHEREAS , Section 12 of the Republic Act No. 10667 or the "Philippine Competition Act," mandates the Philippine Competition Commission (PCC) to, among others, act as the official representative of the Philippine government in international competition matters, promote capacity building and the sharing of best practices with other competition-related bodies, and advocate pro-competitive policies of the government; WHEREAS , the Philippine Development Plan 2023-2028 emphasizes the importance of sustaining research and development efforts to identify competition-related issues in priority sectors; WHEREAS , the International Competition Network (ICN) Annual Conference is a global conference platform that brings together competition experts from over 140 countries to engage in high-level plenary and breakout sessions, share the latest developments in competition enforcement and policy, and collaborate on the creation of innovative tools and strategies to strengthen global competition frameworks; WHEREAS , the Philippines. through the PCC, has been selected by ICN to host the 25th ICN Annual Conference in May 2026; WHEREAS , the hosting of the said conference aims to reaffirm the Philippines' commitment to competitive business environment, promote inclusive and sustainable economic growth, and set the country at the forefront of global policy dialogue in competition enforcement; WHEREAS , the success of the hosting of the 25th ICN Annual Conference requires the active participation of all concerned government agencies and instrumentalities, as well as the support of local government units (LGUs) and the private sector; and WHEREAS , Section 17, Article VII of the Constitution vests in the President the power of control over all the executive departments, bureaus and offices, and the mandate to ensure the faithful execution of laws; NOW, THEREFORE, the following are hereby ordered: The PCC shall lead the hosting of the 25th ICN Annual Conference. Further, consistent with their respective mandates, the following agencies shall coordinate and collaborate with PCC in the preparation and implementation of all activities related to the Philippines' hosting of the 25th ICN Annual Conference: a. Department of Foreign Affairs; b. Department of Tourism; c.National Commission for Culture and the Arts; d. Bureau of Immigration; e. Bureau of Customs; f. Philippine National Police; and g. Metro Manila Development Authority. All government agencies and instrumentalities, including government-owned or - controlled corporations, are hearby directed, and all LGUs, non-government organization, and the private sector, are hearby encouraged, to extend full support and assistance to PCC in the successful hosting of the 25th ICN Annual Conference. This Circular shall take effect immediately. DONE, in the City of Manila, this 30th day of May, in the year of Our Lord, Two Thousand and Twenty-Five. By authority of the President   LUCAS P.
