Memorandum Circular No. 108

Section 2 of Republic Act (RA) No. 929 or the "Climate Change Act of 2009" declares it a policy of the State to afford full protection and advancement of the right of the people to a healthful ecology in accord with the rhythm and harmony of nature;  WHEREAS,

Section 4 of RA No. 9729 created the Climate Change Council (CCC) to serve as the sole policy-making body of the government which shall be tasked to coordinate, monitor, and evaluate programs and action plans of the govenrment relative to climate change; WHEREAS,  Proclamation No. 1667 (s. 2008) declares 19 to 25  November of every year as "Global Warming and Climate Change Consciousness Week" to raise awareness on global warming and climate change, and foster collaboration among government institutions, private sector, civil society, and other relevant stakeholders; WHEREAS,  Proclamation No. 1667 further enjoins all government agencies and instrumentalities, including government-owned or -controlled corporations, in coordination with the private sector, and in liaison with the United Nations offices and organizations in the Philippines, to observe the Global Warming and Climate Change Consciousness Week; WHEREAS,  according to CCC, the 2025 Global Warming and Climate Change Consciousness Week bearing the theme, " Makabagong Kilusan sa Klima at Kinabukasan,"   shall feature a variety of programs and activities intended to cultivate an innovative, science-based, and cllective approach in realizing a climate-resilient and climate-adaptive Philippines; NOW, THEREFORE,  the following are hereby ordered: The CCC shall lead the observance of the 2025 Global Warming and Climate Change Consciousness Week. All departments, agencies, and instrumentalities of the National Government, including government-owned or -controlled corporations are hereby directed, and local government units and the private sector are hereby encouraged, to extend full support to and actively participate in the programs and activities for the observance of the 2025 Global Warming and Climate Change Consciousness Week. The funding requirements for the implementation of this Circular shall be charged against the available appropriations of the concerned agencies, subject to pertinent budgeting, accounting, and auditing laws, rules, and regulations. This Circular shall take effect immediately.
