[ MEMORANDUM CIRCULAR NO. 109, November 21, 2025 ]
DIRECTING THE DEPARTMENT OF NATIONAL DEFENSE TO LEAD THE CONDUCT OF A STATE FUNERAL FOR THE LATE JUAN PONCE ENRILE, SR.
WHEREAS, Juan Ponce Enrile, Sr. served the Republic of the Philippines with distinction in various capacities such as the Chief Presidential Legal Counsel, Secretary of Department of National Defense and Department of Justice, Senator, Senate President, and Member of the House of Representatives; WHEREAS, in recognition of his enduring legacy in public service and his unwavering commitment to guide the country and the Filipino people through pivotal moments of political and institutional development, it is fitting and proper that the State renders honor to the late Juan Ponce Enrile, Sr. through the conduct of a State Funeral; and WHEREAS, pursuant to Section 17 and 18, Article VII of the Constitution, the President, in his capacity as head of state and Commander-in-Chief, has the prerogative of ordering a State Funeral for any citizen who is deemed of sufficient stature to deserve an honor; NOW, THEREFORE, the following are hereby ordered: The Department of National Defense (DND) is hereby directed to lead the conduct of a State Funeral for the late Juan Ponce Enrile, Sr. on 22 November 2025 at the Libingan ng mga Bayani, Fort Bonifacio, Taguig City. All national government agencies and instrumentalities are hereby directed to cooperate with DND in the implementation of this Circular. The funding requirements necessary for the implementation of this Circular shall be charged against the current and available appropriations of DND and other concerned agencies, subject to pertinent budgeting, accounting, and auditing laws, rules, and regulations. This Circular shall take effect immediately. DONE, in the City of Manila, this 21st day of November, in the year of our Lord, Two Thousand and Twenty-Five. By authority of the President: (SGD.)
