Memorandum Circular No. 118

Section 1 of Republic Act No. 4166 declares the 12 th day of June of every year as the Philippine Independence Day and enjoins all citizens of the Philippines to observe such day with rites befitting the occasion; WHEREAS,

Section 15, Article XIV of the Constitution provides that the State shall conserve, promote, and popularize the nation's historical and cultural heritage and resources; WHEREAS,

Section 26, Chapter 7, Book I of Executive Order No. 292 or the "Administrative Code of 1987" declared the 12 th of June of every year as a regular holiday, in observance of Independence Day; WHEREAS, Administrative Order (AO) No. 23 (s. 2011) established a Steering Committee on National Observances and designated the National Historical Commission of the Philippines (NHCP) as the lead agency mandated to plan, organize, and undertake the commemoration of select historical events, including the Philippine Independence Day; WHEREAS, pursuant to AO No. 23, the NHCP, in close coordination with the member-agencies of the Steering Committee on National Observances, shall spearhead the conduct of programs and activities for this year's celebration of the 128 th Anniversary of the Proclamation of Philippine Independence which will be held from 28 May 2026 to 12 June 2026; and WHEREAS, the success of the celebration of the 128 th Anniversary of the Proclamation of Philippine Independence requires the active participation of all concerned govenrment agencies and instrumentalities, as well as the support of local government units (LGUs) and the private sector; NOW, THEREFORE, the following are hereby ordered: All government agencies and instrumentalities, including government-owned or -controlled corporations, are hereby directed, and all LGUs and the private sector are hereby encouraged, to extend full support and cooperation in the conduct of programs and activities in the celebration of the 128 th Anniversary of the Proclamation of Philippine Independence, including the display of the Philippine Flag in all government offices from 28 May 2026 to 12 June 2026. This Circular shall take effect immediately.
