MEMORANDUM CIRCULAR NO. 43
Upon the recommendation of the National Disaster Coordinating Council and in view of the continuing inclement weather brought about by typhoon "Harurot" , work in all government offices, including government-owned and controlled corporations, in Regions I, II, III, IV, V, Cordillera Administrative Region, the National Capital Region and the Province of Northern Samar is hereby suspended effective 12:01 P.M. today. It is understood that vital government agencies concerned with rescue operations and manning other vital public services should maintain effective skeletal forces in their respective offices until 5:00 p.m. or beyond as the exigency of the services requires.
