MEMORANDUM CIRCULAR NO. 40
In view of the continuos heavy rains and the flooding of the streets in Metro Manila today caused by typhoon "CHEDENG" , work in all government offices, including government-owned and controlled corporations, is hereby suspended the whole day today. Government agencies performing vital functions shall, however, maintain a skeletal work force to ensure delivery of services and continuity of their operations.
