Section 17, Article VII of the Constitution vests in the President the power of control over all the executive departments, bureaus and offices, and the mandate to ensure the faithful execution of laws: NOW, THEREFOR, the following are hereby ordered: The ASEAN NOC member-agencies are hereby directed to conduct enhanced programs and activities for the commemoration of the ASEAN Month in August 2025. The programs and activities shall be aligned with the theme "Inclusivity and Sustainability," to reflect Malaysia's ASEAN Chairpersonship theme for 2025 and ASEAN's shared commitment to regional peace, security, stability, and prosperity within an inclusive and sustainable framework. In this regard, the ASEAN NOC member-agencies, through the Office of the Director General for Operations, are hereby directed to submit a report on the programs and activities to be conducted during the 2025 ASEAN Month, within fifteen (15) days from the issuance of this Circular. Further. the Presidential Communications Office is also directed to implement effective measures to inform and encourage public support, and to ensure that both the public and the private sectors are made aware of said programs and activities. All national government agencies and instrumentalities, including government-owned or -controlled corporations, government financial institutions, and state universities and colleges, are hereby directed to render full support and participation in the programs and activities during the 2025 ASEAN Month, including the recital of the ASEAN Anthem during flag-raising ceremonies for the entire month of August 2025. For this purposes, the heads of all national government agencies and instrumentalities shall ensure that the SEAN Anthem, which is annexed to this Circular, is properly disseminated within their respective offices. Local government units, non-government organizations, and the private sector are hereby encouraged to engage in appropriate initiatives in support of the programs and activities for the 2025 ASEAN Month. The funding requirements for the implementation of this Circular shall be charged against the available appropriations of the concerned agencies, subject to pertinent budgeting, accounting, and auditing laws, rules and regulations. Further thereto, the localized cancellation or suspension of classes and/or work in government offices in other regions may be implemented by their respective Local Chief Executives, pursuant to relevant laws, rules and regulations.
