Presidential Decree No. 1639 — WHEREAS, in order to fully comply with the mandate of the people in Regions IX and XII expressed in the referendum-plebiscite of April 17, 1977, and to enhance the attainment of peace and order, the acceleration of socio-economic development, and the resettlement of displaced persons and families in the said regions, it is necessary that the reins of government shall at once be placed in the hands of the local officials of said Autonomous Regions;

Presidential Decree No. 1639

Section 1. Section 40(b) of Presidential Decree No. 1618 is hereby amended to read as follows:

"Sec. 40. . . . ."

"(b) The Office of the Regional Commissioner in each of the Autonomous Regions is hereby abolished and its appropriations, properties, and assets and liabilities and such personnel as may be necessary, shall be transferred immediately to the Sangguniang Pampook which shall in turn transfer the same to the Lupong Tagapagpaganap Ng Pook immediately upon the organization of the latter."
