Proclamation No. 358

Section 2 of Republic Act (RA) No. 7160 or the "Local Government Code of 1991" provides that the territorial and political subdivisions of the State shall enjoy genuine and meaningful local autonomy to enable them to achieve their fullest development as self-reliant communities and make them more effective partners in the attainment of national goals; WHEREAS,

Section 339 of RA No. 7160 provides that each barangay must have a Lupong Tagapamayapa, a body which exercises administrative supervision on matters relevant to the amicable settlement of barangay disputes; WHEREAS, the Department of of the Interior and Local Government (DILG) recommended the declaration of 10 to 16 October of every year as the "Linggo ng Lupong Tagapamayapa," to coincide with the enactment of RA No. 7160 on 10 October 1991; and WHEREAS, there is a need to increase public awareness on the functions of the Lupong Tagapamayapa, and recognize the valuable contributions of the members thereof in the preservation and maintenance of peace and order in barangays; NOW, THEREFORE, I, , FERDINAND R,. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare 10 to 16 October of every year as the "Linggo ng Lupong Tagapamayapa." For this purpose, the DILG is directed to promote the observance of the Linggo ng Lupong Tagapamayapa, and identify the programs, projects and activities for the yearly celebration thereof. All other agencies and instrumentalities of the National Government, including government-owned or -controlled corporations, government financial institutions, and state universities and colleges, are hereby enjoined, and all local government units, non-government organizations, as well as the private sector, are hereby encouraged to actively participate and render the necessary support and assistance to the DILG for the effective implementation of this Proclamation.
