Section 1. Item D-VI-9, Special Provisions for the Department of Foreign Affairs, page 93 of Republic Act No. 320, is amended to read as follows:

"9. No lump sum appropriation authorized for the Department of Foreign Affairs may be used for increases of salaries nor the creation of new positions except abroad."
