Section 1. The provision of any law to the contrary notwithstanding, the salaries of legal officers, trial attorneys, hearing officers, research attorneys and other officers in the National Government holding similar positions requiring as qualification for appointment knowledge of law or admission to the Bar, except those whose salaries or compensation are covered by special laws, shall be adjusted to the salary rates prescribed in the corresponding step in the new salary ranges hereunder provided:

Provided, however, —That the above officers shall receive or continue to receive the yearly increases or adjustments in salary or compensation provided under existing laws, rules and regulations and such adjustments or increases shall be based upon the rate of salary or compensation as provided in this Act.
