Section 1. Any existing law to the contrary notwithstanding, the standardized salaries for the Clerk of Court and other personnel of the City Court of Manila are hereby fixed as follows:
1. One Clerk of Court, twenty thousand pesos— per annum ;
2. One Assistant Clerk of Court, sixteen thousand pesos— per annum ;
3. Twelve Branch-Clerks of Court, fifteen thousand pesos— per annum —each;
4. One Budget Officer-Administrative Assistant, fourteen thousand pesos— per annum ;
5. One Personnel Officer, ten thousand two hundred pesos— per annum ;
6. One Chief Cashier-Deputy Clerk, ten thousand two hundred pesos— per annum ;
7. One Property Custodian-Supply Clerk, ten thousand two hundred pesos— per annum ;
8. One Assistant Cashier, eight thousand four hundred pesos— per annum ;
9. One Senior Property Clerk, eight thousand four hundred pesos— per annum ;
10. Two Researchers, eight thousand four hundred pesos— per annum —each;
11. —Five Special Deputy Clerks, eight thousand four hundred pesos— per annum —each;
12. Twelve Deputy Clerks, seven thousand eight hundred pesos— per annum —each;
13. Twelve Senior Clerks, seven thousand eight hundred pesos— per annum —each;
14. Three Court Interpreters for Tagalog, Spanish and Chinese, seven thousand two hundred pesos— per annum —each;
15. Twelve Senior Clerks, seven thousand two hundred pesos— per annum —each;
16. Twelve Stenographers, seven thousand two hundred pesos— per annum —each;
17. Twelve Clerk-stenographers, six thousand six hundred pesos— per annum —each;
18. Eight Cash Clerks, six thousand six hundred pesos— per annum —each;
19. Fifteen Clerks II, six thousand— six— hundred pesos— per annum —each;
20. One Librarian, six thousand six hundred pesos— per annum ;
21. One Evidence Clerk, six thousand six hundred pesos— per annum ;
22. One Payroll Clerk, six thousand six hundred pesos— per annum ;
23. Twelve Bailiffs, six thousand six hundred pesos— per annum —each;
24. Twenty Clerks I, six thousand pesos— per annum —each;
25. One Statistical Clerk, six thousand pesos— per annum ;
26. One Assistant Librarian, five thousand four hundred pesos— per annum ;
27. Two Clerk-timekeepers, five thousand four hundred pesos— per annum —each;
28. One Mimeograph Operator, five thousand one hundred pesos— per annum ;
29. Ten Clerical Aides, four thousand eight hundred pesos— per annum —each;
30. Twenty Janitors, three thousand seven hundred twenty pesos— per annum —each;
31. Thirty-five Laborers, three thousand seven hundred twenty pesos— per annum —each;
The Clerk of Court and other complementary personnel as herein provided shall receive the salary at the rates provided for in this Act, which shall be paid by the City of Manila. Unless the City Charter or any special law provides higher salaries, the salary rates provided for in this section shall not be deemed to be fixed or permanent in that the City Council is not inhibited from increasing said rates from time to time as the situation so warrants:— Provided, —That under no circumstance shall any particular constituent or constituents of an item be given increases in salary through the Budget or otherwise unless all the other constituents of the said item are also extended the same benefit and no items may be increased beyond a higher item fixed in this Act.
The Executive Judge of the City Court of Manila may effect from time to time such changes in the allocation of duties and personnel in the organization of complementary personnel as the exigencies of the service may demand and may request the City Council, which is empowered under this Act, to effect changes in designation of any constituent in the afore-cited complementary personnel.— The number of the complementary personnel in this Act is likewise deemed not to be fixed or permanent in that the City Council, upon representation of the Executive Judge and with the conformity of the Secretary of Justice, is hereby empowered to increase the aggregate total of said complementary personnel from time to time whenever the need arises:— Provided, —That any changes in designations or increases in personnel called for in this paragraph shall not seriously impair the proportional distribution of different classes of positions in the organizational set-up. 1—шphi1
Any provision of law to the contrary notwithstanding and with the exception of the Clerk of Court, the appointment of any and all other complementary personnel shall be vested in the Secretary of Justice, subject to existing Civil Service rules and regulations:— Provided, finally, —That no official or employee of the City Court of Manila at the time of the approval of this Act shall, as a consequence of the operation of this Act, be removed or separated from the service except for cause as provided by law.
