WHEREAS, the Office of the Press Secretary, which was organized under Executive Order No. 297, dated July 25, 1987, is under the Office of the President pursuant to Republic Act No. 6688, otherwise known as the 1989 General Appropriations Act, in relation to Section 30, Chapter 10, Title III, Book III, of Executive Order No. 292, dated July 25, 1987, otherwise known as the Administrative Code of 1987;

AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby direct the Secretary of the Department of Trade and Industry to impose price ceilings on certain commodities in the National Capital Region and to take such measures as may be appropriate to ensure the availability of, and reasonable prices of, said commodities.

AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Governing Board of the National Power Corporation to enter into negotiated contracts for infrastructure projects not exceeding five hundred million pesos (P500 Million); Provided, That said contracts shall only be rewarded in strict compliance with Section 5 of Executive Order No. 164, S. of 1987.

AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby reconstitute the membership of the Appraisal Committees created under Executive Order No. 132 dated December 27, 1937, as amended, and Executive Order No. 329 dated July 11, 1988, as amended, by replacing the Provincial, City and Municipal Auditors in the Appraisal Committees with the Provincial, City and Municipal Treasurers.
