WHEREAS, the inclusion of the DA, DOF, and DOTC in the composition of the Commission on Export Procedures created under Executive Order No. 843, series of 1982, to study, review, revise, amend, introduce innovations, simplify, and consolidate rules and regulations to expedite the exportation of products will facilitate the carrying out of the Commission's mandate.

AQUINO, President of the Philippines, by virtue of the powers vested in me by the Constitution and the laws, do hereby delegate the power of the President to appoint certain local officials under Section 42(4), 48(3), 49(2), 146(1) and (2), 173(1) and (5), and 205(2) of the Local Government Code, as amended, to the Secretary of Local Government, who shall sign, "By authority of the President."

1. Officers of the Regular Force and Reserve Officers serving on extended tour of active duty for six months or more in the Armed Forces of the Philippines shall be administratively discharged or separated from the service only upon the approval of the President. Unless otherwise specifically provided by law, such discharge or separation shall be in accordance with the regulations and procedures set forth in this Order and in implementing regulations not inconsistent therewith.
