the Government of the Philippines, through the TECHNOLOGY and LIVELIHOOD RESOURCE CENTER (TLRC), an attached agency under the Office of the President, recognized the urgency and significance of the Year 2000 problem such that a—TLRC Data Center—was established at the Cyber City, Clark Special Economic Zone (CSEZ), specifically to provide a—comprehensive and total Y2K service and solution—for the millennium bug problem;
